HIV Care & Services - Ryan White Care Act

The Arizona Ryan White Part B Program provides services to eligible clients residing in all counties of Arizona. Services are fully funded through the Ryan White HIV/AIDS Treatment Extension Act of 2009, administered by the Health Resources Services Administration (HRSA), HIV/AIDS Bureau (HAB). Ryan White funding fills gaps in care not covered by other resources. The ADHS Office of Disease Integrations and Services is the only authorized administrator of Ryan White Part B.

Who is Ryan White?

Ryan White's legacy began as an American teenager diagnosed with HIV after receiving a contaminated blood treatment for hemophilia. After his diagnosis became known, White faced discrimination. He and his mother fought against HIV/AIDS-related discrimination, which made national headlines. The bill (passed in 1990) that is named after him is known as the Ryan White HIV/AIDS Treatment Comprehensive AIDS Resources Emergency (CARE) Act.

What is the Ryan White Care Act?

It is the largest federal program focused on HIV/AIDS care. For people diagnosed or living with HIV/AIDS and do not have sufficient health care coverage or financial resources for coping with the disease, Ryan White helps fill gaps in care. First authorized in 1990, the bill was reauthorized in 1996, 2000, 2006, and 2009. According the Health Resources and Services Administration (HRSA), the Ryan White HIV/AIDS Program is currently funded at $2.1 billion.
