WASTEWATER DEPARTMENT - WASTEWATER SYSTEM APPLICATIONS

Conventional Septic Tank Wastewater Treatment and Disposal Systems – Property owner’s who wish to submit an application for a Wastewater System, need to work with individuals or companies qualified to design and install these systems.  These people are listed on the Gila County Contractors List.

It is always wise to visit the AZ Registrar of Contractors at www.rc.state.az.us/ to verify that the contractor you have chosen is currently licensed.  You will also have the ability on this website to verify if there have been any complaints against any contractor.

Alternative On-Site Wastewater Treatment and Disposal Systems – Some areas in Gila County contain soils that prevent conventional septic tank systems from operating properly.  These site-specific and specialized systems must be designed by a Registered Professional Engineer.  These people are listed on the GCHD Contractors List in the Designers Portion, and denoted by an (*) asterisk.  The system must be installed by a qualified Licensed Contractor.  Gila County Environmental Health staff includes a Registered Professional Engineer, who provides plan review and regulatory oversight for all On-Site Alternative Wastewater systems from application submission, to design and through installation.

Wastewater Department staff will provide regulatory oversight on all systems, from application submission, to design, and through installation.  This process is necessary to insure systems will operate properly to safely convey sewage into the soil and away from human contact and ground water.

How to Apply for a Septic Permit

An applicant files a Notice of Intent (NOI) to Discharge Form, supplemental information, and the correct fee.  Each NOI prescribes the process for an applicant to obtain permission to construct and operate a Type 4 General Permit facility.

The Wastewater Department will review the NOI and the supplemental information to verify that the applicant has submitted all the required documents.  If any required documents have not been submitted, the Wastewater Depart-ment will notify the applicant and/or the designer of an administrative deficiency.

If the Wastewater Department determines, based upon its review of an administratively complete package of design plans, specifications, and other required documents that the facility does not conform with the technical requirement of the general permits outlined in 18 A.A.C. 9, Article 3, the Wastewater Department will make a written request for additional information.

When the Wastewater Department determines that the facility design conforms to the requirements of the general permits, the Wastewater Department will provide a notification of Construction Authorization (CA).  The applicant then has two years to complete the construction of the facility.

After completing construction of the facility, the applicant must submit to the Wastewater Department a request for Verification of General Permit Conformance and all verification documents, as required by the conditions of the specific general permits.

If the Wastewater Department determines that the facility conforms to the applicable requirements of the general permit, the applicant will receive a Discharge Authorization (DA).  This authorization is the applicant’s authorization to discharge under the appropriate general permit.  If the Wastewater Department does not receive verification documents by the end of the two-year construction period, the NOI expires and the applicant shall not continue construction or discharge.
