FLOODPLAIN DEPARTMENT


PLEASE NOTE:  For floodplain issues in the towns of Globe, Miami & Payson, go directly to each of those municipalities.  For the incorporated towns of Star Valley & Winkelman, please go directly to the Gila County Flood Control District at 928-474-1076.

Gila County requires all new development be reviewed to see if the development site lies in or near a floodplain.  In this initial phase, approximately 80% of the determinations will show the parcel to be out of harm’s way and the floodplain is no longer an issue.  These 80% are free to proceed with permitting and plan checks.  Of the 20% that send up a red flag, half will be in federally designated floodplains that have precise requirements that have to be met and the other half will fall into county designated floodplains that use state standards to determine the requested requirements.

In 1968 the National Flood Insurance Act established the National Flood Insurance Program (NFIP).  In 1973 the Flood Disaster Protection Act requires NFIP participation to receive some type of disaster assistance.  Thus under the direction of the Federal Emergency Management Agency (FEMA), Gila County regulates building in designated floodplains.  All requests are examined to see if any of the parcel is considered in a floodplain.  A site plan (see documents for an example) could place a development out of the floodplain or help establish the correct elevation requirement of the lowest floor.  Not all areas of development are in detailed study areas.  The County regulates all drainages with more than a quarter (1/4) of a square mile of watershed areas.  This is done using Arizona State Standards developed for some type of guidance in rural areas.

There are four (4) types of form applications that generate reports from staff.  A brief description of the four forms follows and digital copies are available online at:
1.) Step A- Standard Flood Hazard Determination Report (SFHDR) – This is required first for all new developments.  This report will clear 80% of the applicants of a floodplain issue.  If either of the boxes in Step A is marked yes and you want to proceed, the Step B application needs to be filled out.
2.) Step B – Preliminary Flood Hazard Assessment Document (PFHAD) – This application along with a site plan will result in a more detailed review of the floodplain requirements.  On occasion the site plan can confirm that the site in question is considered out of the floodplain and a Floodplain Clearance can be issued as well.
3.) Step D – Floodplain Use Permit (FUP) – If it is determined that the development is in a floodplain a Floodplain Use Permit application must be filled and submitted along with a site plan.  The Floodplain Use Permit will state the requirements to build at this site and must be agreed to before construction can begin.
4.) Step C – Flood Information for Waste Disposal Systems (FIWDS) – Also generated by this department in support of wastewater treatment analysis is this report.  If a septic system is in the development this form should be filled out and submitted for a determination.
